確実に税収を増やすには、「取りやすいところから取る」という考えをさらに推し進める必要がある。つまり、タバコひと箱に千円出そうが二千円出そうが屁でもないという層を狙ってこそ、確実な税収増になるのではなかろうか。タバコは、高額所得者たちにこそ広めるべきなのだ。

そうだな、年収一千万円以上ないと、そもそもタバコが買えないということにする。ひと箱の標準的価格は五千円だ。九十八パーセントくらいは税金である。むろん、買うときには、年収証明書を提示しなくてはならないのだ。これだけでは、まだなまぬるい。年収二千万円以上でないと買えない特別な銘柄も用意する。これはひと箱一万円で、九十九パーセントは税金。まあ、正味百二十円くらいのものを、五千円、一万円で売るのだからあたりまえだ。ぼったくりである。

だが、おれはこれは売れると思う。こうなってしまうと、タバコを吸えるということは、金持ちであることの証明となる。そこいらへんを金持ちがジャージ姿で歩いていても金持ちだとはわからないが、公衆の面前でタバコを吸うという行為で以て、「おれは金持ちだぞ」とアピールできる。金持ちの“見える化”である。
